South Korea Recalled Ukraine Envoy Over Prisoner‑of‑War Dispute
South Korea has announced it will recall its ambassador to Ukraine, escalating a diplomatic spat that began when President Volodymyr Zelensky revealed that Ukraine had transferred two captured North Korean soldiers to Seoul.
The soldiers—among thousands who supported Russia in the Ukraine war—were said by Kyiv to have requested transfer after being captured. Seoul alleges an agreement was made to keep the transfer secret, while Kyiv maintains no non‑disclosure agreement existed.
Vice Foreign Minister Park Yoon‑joo lodged a formal complaint in September, and Foreign Minister Cho Hyun reported receiving an apology that fell short of Seoul’s expectations. Ukrainian spokesperson Heorhii Tykhyi denied that the foreign minister had issued an apology.
Seoul’s foreign ministry said it would continue consultations, hoping outstanding issues would be resolved smoothly, while Kyiv’s Foreign Ministry said it would not provide lethal arms to any country engaged in active war but has been pressing for advanced anti‑air missile support for Ukraine’s energy infrastructure.
The tensions highlight how military involvement can strain international relationships in ways that may divert attention and resources from other collaborative efforts, such as those aimed at addressing global security challenges.
