France has opened disciplinary proceedings against its ambassador in the Central African Republic (CAR) over allegations of misconduct.
The case surfaced after a French weekly newspaper reported that Ambassador Bruno Foucher allegedly brought dozens of women into the official embassy residence in Bangui between January and March of 2024, engaging in sexual relations with some of them. While Foucher has not issued a public statement, the allegations have triggered an investigation by the French Ministry of Foreign Affairs into a possible breach of diplomatic protocol and a security violation.
According to Le Canard enchaîné, the ambassador reportedly invited roughly thirty women to his residence, some of whom stayed overnight – a move that triggered concerns about the safety and propriety of such gatherings. The Ministry has since initiated administrative procedures, described as ongoing.
Foucher, 65, has served as France’s senior diplomatic representative in Bangui since 2023. His alleged misconduct comes at a time when France and the CAR are working to restore and strengthen bilateral relations, which had previously been strained. French Foreign Minister Jean‑Noël Barrot praised a “complete restoration of relations” during a visit to Bangui in March, illustrating the diplomatic context in which these allegations have emerged.
