In brief

A South Korean court ruled that Kim Kwang-ho, former police chief of Seoul, is not guilty of negligence in connection with the 2022 Itaewon crowd crush that resulted in 159 deaths. This decision has raised concerns about accountability among officials, as ongoing investigations continue into the tragic incident.

In a significant ruling, a South Korean court acquitted Kim Kwang-ho, the former head of the Seoul Metropolitan Police Agency, of criminal negligence charges related to the tragic Halloween crowd crush that claimed 159 lives in 2022. The decision was made by a three-judge panel in the Western Seoul District Court on Thursday, stating there was insufficient evidence to prove that Mr. Kim had willfully neglected his responsibilities during the disastrous event.Kim, who stepped down from his police position after being indicted in January, was the highest-ranking official to face legal scrutiny following the catastrophe—a chaotic scene that unfolded in Itaewon during the first unrestricted Halloween weekend post-pandemic. Thousands of revelers crowded the area, forcing many into a narrow, sloping alley that created a deadly crush. The incident has prompted a broader examination of accountability among officials, with prosecutors having indicted 23 individuals, primarily mid-level police and civilian officials. However, many families of the victims argue that justice has not been adequately served, labeling the investigations conducted by the national police agency as a "whitewash."In a separate trial, Lee Im-jae, the former head of the Yongsan District Police, was sentenced to three years in prison for similar negligence charges, while Park Hee-young, the local district mayor, was acquitted of the same accusations. Prosecutors are contemplating an appeal for a more severe sentence for Lee, while they have until the end of two weeks to decide on a similar course regarding Kim's acquittal. In response to public outcry for accountability, the National Assembly passed new legislation in May mandating an independent investigation into the circumstances surrounding the tragedy, further highlighting the families’ frustrations over the earlier inquiry led by the police agency.
