India's Population Dilemma: Balancing Growth and Decline Amidst Demographic Challenges

With India's recent status as the world's most populous nation, the debate over childbearing intensifies as southern states face low fertility rates and concerns about an aging population.


As India becomes the most populous country, discussions on increasing childbearing have emerged, particularly in southern states grappling with low fertility rates. This article delves into the implications of demographic shifts, electoral representation concerns, and the challenges of an aging population against the backdrop of evolving social policies.



India has recently become the world's most populous country, surpassing China with an estimated 1.45 billion inhabitants. Surprisingly, rather than focusing on managing this immense population, discussions surrounding the increase in childbearing have gained momentum, particularly within southern states such as Andhra Pradesh and Tamil Nadu. State leaders have begun proposing incentives to encourage higher birth rates, citing decreasing fertility levels and an aging demographic.

Historically, India's fertility rate has plummeted from 5.7 births per woman in 1950 to the current rate of two, with 17 out of 29 states experiencing fertility rates below the replacement level of two births per woman. The southern states are at the forefront of this demographic transition, having reached replacement-level fertility earlier than the national average. Kerala achieved this in 1988, followed by Tamil Nadu in 1993.

Currently, the five southern states feature total fertility rates below 1.6, and although this aligns with or surpasses various European nations, it raises alarms regarding potential shifts in electoral representation as India prepares for a delimitation exercise in 2026. Many in these states are concerned they will be penalized for their successful population control strategies, which may affect their parliamentary seats and federal funding.

As the delineation draws nearer, a demographic shift could result in populous northern states like Uttar Pradesh gaining more seats, negatively impacting the political clout of economically prosperous southern states like Tamil Nadu and Andhra Pradesh. Moreover, many among the southern states worry that changes in fiscal shares could adversely affect their economic stability and allow for scant policy flexibility.

While some figures, including Prime Minister Narendra Modi, have assured that adjustments to allocation systems will not be hastened, demographers emphasize the pressing issue of an aging population driven by falling birth rates. With India's demographics set to transition from 7% to 14% elder population in just 28 years, this rapid aging contrasts with the slower pace seen in many developed economies.

The country's aggressive family planning initiatives have played a pivotal role in controlling fertility, but now states like Andhra Pradesh, which reportedly has a 1.5 fertility rate, are burdened with supporting a growing elderly demographic against a backdrop of limited resources and mounting debt. Roughly 40% of elderly Indians live in poverty, raising critical questions about whether there are adequate provisions for pensions and social security.

With the eroding traditional family structures and migration patterns further complicating care for the elderly, experts advocate for robust investments in care, prevention, and social infrastructure. Recent appeals from influential leaders like Mohan Bhagwat, who urged families to have at least three children, spotlight growing concerns about potential population decline. However, demographic experts caution against alarmism, noting that population dynamics cannot be easily manipulated.

As developed nations encounter population decline challenges, they are adopting measures such as extending retirement ages and enhancing the productivity of older populations. Indian states, particularly Tamil Nadu and Kerala, face the imperative of identifying replacements for a shrinking workforce. The focus for India should remain on harnessing its demographic dividend wisely and prioritizing economic growth, creating jobs for its working-age population to sustain its burgeoning economy.

Ultimately, while the push for higher birth rates hints at a nationalistic approach to bolstering population numbers, experts insist that the path forward lies in effectively managing an aging populace and leveraging the current workforce for a sustainable future.
