Despite a rotating cast of mediators and intensified discussions, the core disagreement persists: Hamas desires a permanent truce allowing for their continued influence in Gaza, while Israel is pushing for only a temporary cease-fire that would potentially allow military action to resume.

Recent negotiations led by U.S. mediators have seen Hamas request stronger assurances that any cease-fire will transition into a permanent halt in hostilities. They sought to insert language ensuring that discussions would continue until a lasting agreement is established, effectively challenging Israel's strategy of a temporal truce to weaken Hamas.
