Three years ago, a local business discovered an unusual hurdle: by preparing sandwiches in a supermarket located on the Alberta side, they could not legally sell them mere steps away on the Saskatchewan side. “If it involved meat, this was where the challenges began," notes Gerald Aalbers, the mayor of Lloydminster. The rules governing food products crossing provincial boundaries in Canada are rigorous, requiring federal certification before they can be sold across borders, a major hurdle for small businesses.
