Kai-Ji Adam Lo, a 30-year-old man, has been charged with eight counts of second-degree murder following this horrific incident. The police announced that further charges may be forthcoming. Acting police chief Steve Rai labeled the day as the "darkest in the city's history."

The attack occurred at approximately 8:14 PM local time, during a popular festival attended by around 100,000 people celebratating Filipino culture and history. Witnesses reported scenes of panic and chaos as the black SUV careened through the festivities. Eyewitness Abigail Andiso described how the vehicle struck multiple attendees, with many casualties visible in the aftermath. Police have indicated that the number of fatalities may continue to rise as the investigation proceeds.

While the authorities are treating this incident with utmost seriousness, they have stated that there are no indications that it was an act of terrorism. Rai noted that the suspect had a history of interactions with law enforcement and mental health services, raising concerns about the broader issues of mental health support in the community.

Festival organizers expressed deep sorrow for the losses felt by the tight-knit Filipino community, recognizing the significant cultural implications of the incident. RJ Aquino from the Filipino BC organization emphasized that the community is grappling with grief while searching for answers to a tragedy that has left many shattered.

As tributes poured in from across Canada, Prime Minister Mark Carney addressed the nation, expressing his devastation and offering condolences to the victims' families. The festival, which honors Lapu-Lapu, a hero of Philippine history, had been intended as a celebration of heritage but ended in heartbreak.

In light of this tragedy, local leaders and citizens are calling for more robust support systems to address mental health issues, alongside increased public safety measures at large events. The city’s residents are standing together in remembrance and solidarity as they process the events of that dark night.
